The United States, as well as numerous other countries, is a member of the Hague Convention on the Protection of Children and Co-operation in Respect of Intercountry Adoption. When a parent is involved in an international child custody matter involving another Hague Convention country, parties must follow certain rules and agreements. When working with a non-Hague Convention country, these rules may not apply.

California has a specific statute that addresses international child abductions. It identifies certain risk factors that may signal an abduction, as well as signs that a parent may abduct his or her child and move out of the country with them.
